Position: Senior Programme Manager, Urban Development Programme

Job Description/Responsibilities:

Oversee programme activities including donor funded projects of EMPOWER, Porticus_Netherlands’, IDP_Fael Khaer’s intervention for 2016-2020
Ensure programme processes and outcomes, new innovations, good practices and learning are documented and disseminated internally and externally among relevant stakeholders
Ensure efficient and effective financial management and risk management of the programme and all its interventions
Facilitate programmatic review and impact assessment of Urban Development Programme (UDP) interventions by engaging relevant external experts
Identify new areas for programmatic intervention, develop intervention designs for new initiatives and pilots, and oversee preparation of technical and financial proposals accordingly
Generate grants and resources for UDP’s work; from grant writing to donor relationship; managing relationships with donors and potential donors
Identify fund raising opportunities, including calls for proposals (CFP/ RFP) and submission of EOIs, etc. from different bilateral and multilateral donors, other funding organisations, corporations and ensure timely response by preparing and submitting a concept note /proposal and budget
Prepare development plan for all supervisee staff and take initiative for their capacity development on a regular basis
Ensure linkages of key stakeholders such as government, private sector, civil society organisations, donors and other funding agencies, media, academic institutions and others
Provide strategic support and guidance to field operations and technical support units for successful implementation of new initiatives and pilots as well as for improving programme/ project implementation towards achieving higher development outcomes
Oversee UDP’s information and communications related activities and ensure timely submission of donor reports, development and production of different Information
Review national and international best practices, innovations and successful interventions in areas relevant to the UDP’s strategic priorities and take initiatives to incorporate these into the designs of existing and new interventions
Educational Requirements:
Masters in any discipline from any recognised university with all second class/ division or equivalent GPA/ CGPA in academic examinations. No 3rd division/ class or below CGPA is acceptable
Experience Requirements:
Minimum 7 years’ experience with NGOs/ UN agency or international development organisation, where 5 years’ experience in the urban poverty reduction/ livelihoods/ planning and governance project or programme is required
Additional Job Requirements:

Have knowledge on current national and global development trends related to urban poverty and urban development, women empowerment, social mobilisation, rights based approach, gender, good governance, access to information and SDGs
Knowledge on monitoring and evaluation of development programmes
Have understanding on knowledge management, communication tools and qualitative with quantitative research methodologies
Have sound knowledge and understanding of communication, strategy, decision making and problem solving and documentation
Need skills on leadership and people management
