Position: Programme Manager, Field Operations; Urban Development Programme

Job Description/Responsibilities:

Oversee programme activities including donor funded projects like EMPOWER intervention for 2016-2020 ensuring development and programme wide implementation of a sound knowledge management framework
Ensure all programmatic targets like; community mobilisation, CAP implementation, WASH integration, service integration, right and entitlement, advocacy and knowledge management, research issue according to annual plan maintaining high quality of results
Develop and build strategic relationship with policy actors like Ministers, Mayors, Councilors, CEOs, MPs and different Govt. officials and ensure strategic support for smooth implementation of Urban Development Programme (UDP) interventions
Liaise with the relevant government line agencies, private sectors, training institutions, financial institutions and local commercial and industrial organisations to pro-actively promote economic opportunities for members of the urban poor communities through linkage/ partnerships
Collaboration with city/ municipality authority, UDD, RAJUK, KDA, CDA, RDA, BIP for citywide development planning and assist them community led development plan on city upgradation/ urban regeneration
Manage field operations budget ensuring all expenditures are done according to approved budget and take appropriate measures if non-budgeted expenditures are required at field level
Guide and mentor supervisee staff, identify staff capacity building needs and take initiatives for their capacity development, ensure sound people management practices across field operations of all UDP components/ projects
Identify partnership opportunities and develop strong partnerships with NGO-GO and private sector service providers, other BRAC programmes and national/ multinational corporations
Develop and manage a referral system with service providers. Coordinate and follow up with partner organisations to ensure quality service delivery
Coordinate and liaison with national and international organisations working on development of safe, resilient city; affordable housing and land tenure security, livelihood and income generation, access to finance, access to market, disaster and climate change issues
Oversee UDP’s information and communications related activities and ensure timely submission of donor reports, align with the line of BRAC’s log-frame and AOP
Development of FD6, AOPs, log-frame and production of different information, review national and international best practices, innovations and successful interventions in areas relevant to UDP’s strategic priorities and take initiatives to incorporate these in the designs of existing and new interventions
Educational Requirements:
Masters in any discipline from any recognised university with all second class/ division or equivalent GPA/ CGPA in academic examinations. No 3rd division/ class or below CGPA is acceptable
Experience Requirements:
Minimum 8 years’ experience with NGOs/ UN agencies or international development organisations, where 3 years’ experience in the urban poverty reduction/ livelihoods/ planning and governance project or programme is required
Additional Job Requirements:

Have knowledge on current national and global development trends related to urban poverty and urban development, women empowerment, social mobilisation, rights based approach, gender, good governance, access to information and SDGs
Have knowledge on project cycle and results based management
Have sound knowledge and understanding of communication, strategy, decision making and problem solving and documentation
Need skills on leadership and people management
Have skills on operational management of projects/ programmes
