Job Description/Responsibilities:

BRAC International is seeking application from competent, dynamic and self-motivated individuals to fill the following position: Regional Coordinator Empowerment & Livelihoods for Adolescents (ELA)& Skills Programme, Africa Region Programme Brief: The Empowerment and Livelihood for Adolescents (ELA) programme is to improve the cognitive and non-cognitive skills of adolescent girls. The ELA programme is operated through “adolescent development clubs,” a meeting place within each community. The clubs host popular recreational activities such as reading, staging dramas, singing, dancing and playing games.Girls and boys have separate clubs, and the programmes are intended for adolescents between the ages of 13 and 21.The ELA network of clubs offers mentorship, life skills training and livelihoods training. As part of its five-year strategy in Africa, BRAC will strengthen and scale up this programme to empower a greater number adolescent girls and youth. Developed in Uganda, ELA is backed by rigorous evidence from randomized controlled trials. Although the approach will be adapted to each local context, BRAC will emphasize: life skills development; a reduction in early pregnancy; livelihoods development (including self-employment skills, with microfinance when appropriate, and wage employment skills) and education. Key Responsibilities: The purpose of this role is to provide technical support to BRAC International (BI) countries in Africa on ELA/Skills programming. Technical support is primarily needed in three broad areas: i) programme design and proposal development; ii) quality programme implementation; iii) monitoring & evaluation and reporting This position will be the main technical resource on ELA/Skills programming for BRAC International in Africa and will work closely with country teams, Head Office as well as our fund-raising affiliates to facilitate expansion of quality ELA/Skills programming. The main responsibilities of this position are- (1) Technical assistance
Provide technical support and guidance to ELA/Skills country teams to design, implement and monitor and evaluate the projects.
Design new projects/proposals and review and provide technical input on proposals
Review and provide technical input on internal and external reports and other documents as needed.
Guide to develop training materials & modules, business plan and other printing materials.
Network with donors, policy makers, researchers and other implementing organisations. 2) Quality assurance
Ensure the quality of the programmes being implemented by the country programme heads/managers
Ensure mechanisms are in place to measure and improve quality of programmes, sharing best practices and transfer technical skills to the local staff.
Ensure the documentation and dissemination of lessons learned from the programmes
Coordinate with research team for conducting baseline, midline and end impact study.
HR capacity building support. (3) Program development
Lead development of sector specific strategy,aligned with BRAC’s Africa Strategy
Resource mobilisation for expansion of ELA/Skills programmes in BRAC International countries.
Advise and work with country programmes to develop sector specific plans.
Work closely with other technical units and technical advisors to ensure cross-unit collaboration and programme integration.
Contribute to the development of new and innovative approaches and initiatives in the programmes/projects.
Resource review, data monitoring and budget modifications.
Diversity management
Educational Requirements:
Phd/Masters in relevant subjects such as Economics, the Social Sciences, International Development
Experience Requirements:

8 to 10 years’ experience in a senior technical or management position & demonstrated success in sector specialism
Additional Job Requirements:

Demonstrated experience in project design and proposal development.
Demonstrated technical expertise in the subject area-youth programmes and skill development.
Understanding of core competencies needed for programme delivery and achieving goals.
Experience and knowledge of southern development issues and trends
Project fund management, Project management, Donor reporting, Development programmes monitoring
Excellent English speaking & writing skills.
