Position: Manager, Procurement, Humanitarian Crisis Management Project (Contractual)

Job Description/Responsibilities:

Ensure purchasing according to HCMP guidelines and procedure including other donor agencies requirement where applicable, ensuring compliance issues.
Supporting the direct & indirect supervisors in achieving the organizational goals. Performing 100% procurement needs in compliance with procedure.
Ensuring maximum satisfaction of the stakeholders by providing the right products to the right customers at the right time at right place in the right condition in right quantity at right cost. Crafting procurement annual planning
Ensuring issuance of 85% RFQ within 7 days
Ensuring 80% payment against purchase orders within 11 days after receiving the bills & challans.
Ensuring receiving of goods in 90% cases as per deadline and specification given by the Enterprises/ Programs.
Maintaining a close relation with concerns programs, enterprises, accounts department and other internal & external stakeholders in order to ensuring smooth operation at lowest possible cost.
Conducting regular sourcing for better supply market exploration and reducing the inventory level by ensuring the lead time properly.
Ensuring payment of Local suppliers (in applicable cases) by procurement department.
Taking prompt actions for emergency purchase in emergency case and big purchase for special occasion.
Preserving & presenting of 100% files for domestic and donors audit trial requirements.
Scrutinizing, approving and recommending the purchase documents of team members as per the financial authority of HCMP.
Perform Cluster Procurement Manager (CPM) responsibilities for Programs.
Sourcing of new potential vendors
Any other jobs assigned by the Supervisor
Educational Requirements:
BBA/MBA or equivalent degree from any recognised University with minimum second class/ division or equivalent GPA / CGPA in all academic examinations.
Experience Requirements:
Minimum 05 years of experience in procurement/supply chain management. Professional training on procurement and supply chain management with certificates or diploma or degree will be given preference.
Additional Job Requirements:

Ability to use computers and have knowledge of MS Office, Excels.
Help warehouse management.
Ability to adapt to changes and work in emergency situations.
Strong motivation and ability to undertake regular field visits and interact with different stakeholders
Ability to speak the local Chittagong dialect is a plus
Age Range: Minimum 35 years
