Chief of Party


Job Description/Responsibilities:
The Chief of Party (COP) will be responsible for technical leadership and administrative oversight of a multi-year Community-based Education project whose goal is to improve learning outcomes of formerly out of school children and youth, especially girls, in South Sudan. The Chief of Party will lead in realizing the impact and scaling up this model of holistic community-based alternative education that has the potential to create a lasting effect on South Sudan’s Alternative Education System. She/he will manage staff and ensure the project meets stated performance standards and results and reporting requirements. She/he will also manage the partnership with local NGOs and building their capacity to effectively deliver the project and create the conditions for sustainability. S/he will ensure quality, timeliness, and efficiency of all activities and products generated under the project. S/he will ensure the project complies with award terms and conditions, BRAC policies and regulations, while keeping systems in place to mitigate risks. She/he will endeavor to keep robust coordination with key education actors including government, education cluster and education focused NGOs
Provide strategic and operational leadership and direction, define and implement activities to achieve the greatest impact toward project goals and objectives;
Develop, review, and monitor in coordination with key project staff, yearly work and performance plans to ensure long-term and short-term priorities are on track;
Manage international and local partners to ensure that their performance meets or exceeds technical and financial contractual requirements;
Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions;
Represent the project and the organization in the public and ensuring the distribution of information about project achievements and lesson learned;
Maintain a working knowledge of project financials, working with and supporting the finance staff to ensure that appropriate systems and procedures are in place and being followed;
Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility and;
Ensure complete adherence to donor compliance standards and report to donor through both formal and informal debriefings, annual and semi-annual reports;
Support implementation of BRAC’s Safeguarding Policy and security protocols, providing leadership in handling related issues.

Requirements

Educational Requirements: Master’s degree or PhD in the field of Education.

Experience Requirement:
Minimum of 10 years of experience in similar education interventions
Experience managing complex international donor-funded development projects in challenging environments.
Significant previous experience working in conflict or crisis situations;
Experience working in Sub-Sahara Africa on education programming, including capacity building of national partners strongly preferred;
Previous experience as COP of a major education program is preferred;

Ability to document lessons learned and apply them to future projects;
Strong negotiation skills and the ability to develop relations with local counterparts, donors, government, and other stakeholders;
Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation;
Strong leadership, program, organizational management and communication skills;
Ability to make time to learn from experience and feedback, and apply the lessons to a new situation;
Ability to work under pressure with Self-awareness, cultural sensitivity, respect to diversity, flexibility and adaptability;
Proficiency in English, especially in analytical writing and speaking;
Ability to demonstrate values, core purpose and principles of humanitarian work;
Ability to receive and provide feedback and updates to achieve improved results;
