Team Lead, Admin, Logistics and Procurement (contractual); Humanitarian Crisis Management Programme

Job Description/Responsibilities:

Ensure appropriate policy and guidelines in place for administration, procurement, logistics, warehouse, security, IT for smooth implementation of HCMP.
Contribute to the implementation of procedures for procurement, warehouse operations and asset administration that are compliant with BRAC general instructions, policies and donor requirements, as well as protection mainstreaming and Protection from Sexual Exploitation and Abuse (PSEA) principles.
Assist the programme management in preparing and issuing the call for proposals and bidding documents for tenders. Verify the transparency and compliance with the Procurement Manual of the bids. Support local procurement wherever possible and facilitate the linkage of local procurement processes, especially of service provisions, on the national level through the programme units with key ministries.
Assist in the implementation of procurement, logistics, facilities maintenance, asset administration, and transport support within established internal control mechanisms.
Monitor and update the database of vendor/contractor accreditation and evaluation status to ensure a pool reliable vendors and contractors to address the needs of the HCMP.
Establish and monitor a tracking system for commodities, supplies, and equipment and project assets in various sub-offices and maintain a functioning relationship with partners on the ground in regard to the joint warehouse and supply chain management.
Assist in providing response capacity to the operational demands of HCMP in close coordination with the different emergency response units.
Manage and provide effective leadership to the General Admin, Logistic, Security, Procurement, IT, Protocol and Canteen Management Team and ensure that resources are appropriately and efficiently allocated to the key areas of work and those priorities are always covered adequately.
Maintain and develop strong relationship with Government, law enforcing agencies, donor/partner organization.
Be responsible for ensuring budgetary issues (staffing and other support cost allocation of Administration, Logistics, Safety and Security, Procurement, IT Support, Protocol, and Canteen Management) in coordination with HCMP F&A, Grants, PDR, and HRD.
Build and maintain contacts with appropriate different embassies, government officials & institutions and international organizations to facilitate consultation and cooperation in VISA and approval issues of expatriates and ensure VISA and other approvals accordingly as required.
Prepare budget with forecasts and projections, financial & administrative proposal, SOPs, and maintain expenditure within its budget limits to ensure cost effectiveness and cost efficiency.
Monitor and maintain effective tracking of performance of Administration, Logistics, Safety and Security, Procurement, IT Support, Protocol, and Canteen Management so as to accomplish the goals and objectives accordingly.
Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.



Educational Requirements: Masters in Supply Chain Management/ Business Administration/ Public Administration/ Economics/ Political Science/ Social Science or any other relevant subject from any recognised university.


Experience Requirement:
Minimum 15 years' experience on logistics, procurement, warehouse and administration in NGO/ INGO or UN organization.
Candidates having experience on managing large humanitarian response programme will get preference.

Additional Requirements:
Sound knowledge of Donor Compliance, Developing Budgets, Safety Management, Developing Standards, Managing Processes, Surveillance Skills, Inventory Control, Equipment Maintenance, Event management, compliance etc.
Proven management leadership skills, while taking a “hands on” implementation approach when needed, in a multi diverse organization
Excellent People management skill
Flexibility and ability to work on multiple projects
Excellent written and verbal communication and presentation skills, including the ability to articulate in a compelling mission and programmatic goals and achievements to diverse stakeholders
Ability to use considerable judgment, initiative and independence
Ability to work comfortably with diverse populations, with sensitivity irrespective to creed and culture.
