Manager, Humanitarian Response & Preparedness (Contractual); BRAC Humanitarian Programme

Job Description/Responsibilities:

  • Conduct surveys to determine the types of emergency-related needs that will need to be addressed in disaster planning, or provide technical support to others conducting such surveys
  • Keep informed of global and local regulations affecting emergency plans, and ensure that plans adhere to these regulations
  • Collaborate with Manager Field operations and coordination and other officials in order to prepare and analyse damage assessments/ need assessment following disasters or emergencies
  • Provide technical support to the emergency response team, District Disaster Management Team (DDMT) and Upazilla Disaster Management Team (UDMT) for 1st line response and subsequently the recovery projects with attention to programme quality and ensure programme activities/ indicator are achieved within the timeline
  • Prepare and update district level contingency plan and risk mapping regarding humanitarian aspect.
  • Provide technical assistance to Disaster Risk Reduction (DRR) team to mainstreaming DRR
  • Collaboration with Need Assessment Secretariat and other relevant stakeholders in order to ensure a coordinated need assessment process in the aftermath of a disaster
  • Ensure early warning and weather updates and circulate it through different communication channel (i.e.: community radio, email, SMS etc.)
  • Support to produce high quality and timely sitreps/reports for BRAC, Donors and within agreed reporting schedules as required.
  • Assist to design preparedness plan and activities for the organization align with IASC emergency preparedness plan
  • Ensure all preparedness and emergency response activities in collaboration with BRAC representative at district and upazila level, field coordinators and other progammes
  • Ensure humanitarian standards/principles in the implementation of BRAC’s emergency response - particularly SPHERE and its companion guides e.g. protection principles, CHS, and minimum standard of key response sectors
  • Represent BRAC in coordination platform including clusters as assigned by the authority, collaborate and coordinate with funding and non-funding partnership to increase participation including NGO partners, networks, alliances, institutions, UN bodies and Government etc.
  • Develop team capacity through field visit, meeting, discussion and individual contact, on the job training, and with particular focus on developing skills, knowledge and capacity relevant to attaining the emergency response and preparedness
  • Analyze response report and submit to supervisor for necessary measure
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so



Educational Requirements:

Masters in Social Science, Disaster Management or any relevant subject from recognised University with all second class/ division or equivalent GPA/ CGPA in academic examinations. No 3rd division/ class or equivalent CGPA is acceptable


Experience Requirement:

Minimum 05 years of working experience in disaster management and humanitarian response or any other similar field is required. Candidates having experience and training related to Emergency response, Recovery and Rehabilitation will get preference

Additional Requirements:

  • Sound knowledge of National and International disaster management architecture, Core Humanitarian standard and principles, Coordination mechanism, Humanitarian reform, Humanitarian programme cycle, National and international statue relating to disaster management etc.
  • Capable of planning and prioritizing under any stress situation
  • Excellent skills in team building, problem solving and decision making
  • Demonstrated coordination skill and ability to implement the programme in a challenging work environment
  • Excellent communication, coordination and networking skill 
  • Familiar with MS Office, MS Excel, MS PowerPoint
