Programme Manager, Partnership & Coordination (Contractual); Humanitarian Crisis Management Programm
Job Description/Responsibilities:
Strategic Planning and Management:
- Coordinate the activities of the overall management of the DFAT project in collaboration with the respective sector leads, and ensure compliance as per the requirement of the funding organizations, coordinating the formal review and sign-off process before submission to the donor.
- Be responsible for overall partnership management by providing technical guidance ineffective use of sub-grants, proper implementation of activities and so on.
- Attend management meetings and provide inputs in designing strategies, general guidelines as applicable.
- Contribute to the development of strategic plans, annual operating plan (AOP), log frame and budget preparation & revision for the Programme.
Coordination, Networking and Advocacy:
- Ensure effective coordination with partnering NGOs, donor and other key stakeholders of the programme.
- Liaise and be in constant contact with donors, partnering NGOs to build relationships for the smooth operation of all activities.
- Participate in different coordination meetings with partnering NGOs, donors, govt. officials and other stakeholders.
Implementation and Monitoring:
- Manage and ensure the effective use of sub-grants to partnering and implementing NGOs.
- Monitor and oversee programme activities and provide necessary guidance as required.
- Ensure supports in overall programme development of the Programme.
Quality and Accountability:
- Facilitate reflection and learning among project teams to build knowledge and understanding.
- Prepare technical specifications, SOP/Guidelines and QA guidelines.
- Ensure to develop all kind of module as per project need.
- Manage budget and expenses of project activities.
Fund Raising, Proposal Development and Reporting:
- Review progress reports of components of Programme as per the reporting schedules and templates.
- Ensure periodical reports to be submitted to Management, Donor, and other stakeholders as required.
- Contribute to budget proposals, budget amendment, partners’ budget management, concept note preparation etc.
Safety and Safeguarding:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Requirements
Educational Requirements:
Masters in any discipline from recognised university with all second class/ division or equivalent GPA/ CGPA in academic examinations
Experience Requirement:
Minimum 10 years of experience in programme management and coordination in NGO/ INGO is required.
Additional Requirements:
- Have knowledge of development theories practice by NGOs and other development agencies and familiarity with the ongoing Rohingya crisis in Bangladesh.
- Knowledge of people management.
- Knowledge and skills on the participatory programme designing, process monitoring, planning, monitoring and evaluation and result based LFA development.
- Must have familiarity with various bilateral, multilateral, UN donors in terms of their thematic priorities, proposal, budget format etc.
- Demonstrated ability to think strategically, prioritise and meet deadlines in a complex and challenging environment; must be culturally sensitive.
- Ability to operate in a complex organisation, across functions and work on own initiative and collaboratively as part of diverse teams.
- Have skill in programme coordination and partnership management.
- Excellent time management, leadership, analytical ability, multitasking, facilitation, communication, presentation and report writing skills.
- Effective communication and presentation skills.
- Have computer skills with all Microsoft Office programs (MS Word, PowerPoint, and Excel).
