Associate Director, Humanitarian Programme


Job Description/Responsibilities:
The Associate Director will play a leading role in strategic planning, coordination, and implementation of preparedness and emergency response in BRAC International operating countries. S/he will be assisting the regional and country teams in developing emergency preparedness plans, and building their capacity to assess crisis situations and initiate, implement, monitor and evaluate response activities. The incumbent will take lead in designing and developing programmes and projects for the humanitarian response; ensure that proposals for funding are produced, donor reporting requirements are adhered to and are of the highest standard. S/he will monitor the on-going humanitarian situation in the countries, provide leadership to rapid deployment of the team and facilitate cross-programmatic collaboration, and identify and mobilize resources. S/he will also ensure the representation and engagement of BI external humanitarian clusters and policy forums to ensure commitments and accountability for the delivery of humanitarian policy and practices in the world. Key Responsibilities:
Strategic guidance on the overall preparedness planning and actions for the humanitarian programme.
Assist the country offices to undertake strategic planning, develop Standard Operating Procedures, staff capacity building plans, etc.
Lead the development of BI Humanitarian Response Programme partnership strategy.
Provide leadership and appropriate technical support in delivering and implementing programme activities in BI countries timely and effectively.
Arrange quarterly program review meetings with BIHP country teams in order to review the progress of programs and prepare a plan of action for the next quarter.
Ensure basic preparedness system is introduced in all BI countries and system is operational.
Work closely with BIHP Director for developing fundraising strategies through successful engagement with donors, government agencies and development partners in the global humanitarian sector.
Engage in regular scanning of new programme opportunities and primary donors from global communities for humanitarian response.
Ensure the adherence of all humanitarian proposals and programs to common humanitarian and recognized technical standards (SPHERE) as well as the country-specific cluster guidelines.
Assist to produce high quality and timely emergency situation report and rapid damage and need assessment report for BIHP, within agreed reporting schedules as required.
Work with the M&E team to carry out real-time monitoring, after-action review and other forms of project monitoring and evaluation
Help to establish, maintain, and improve active and regular working relationships with the key global and regional humanitarian agencies and partner organizations.
Monitor humanitarian project implementation against contractual requirements and ensure timely and appropriate delivery of project outputs/outcomes.
Represent BIHP in different policy and advocacy forums, coordination forums e.g. humanitarian clusters (Protection, Health, Nutrition, WASH, Education in Emergencies, etc.) and ensure that BIHP represents its humanitarian response programmes and policy in an effective manner in all external forums.
Lead on all grant revisions, extensions, and donor reporting. Safeguarding
Establish a safeguarding culture across all level of the program by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Requirements

Educational Requirements: Master’s degree from reputed universities in Disaster Management, Social Science, Development Studies or relevant subject areas.

Experience Requirement:
Minimum of 10+ years’ experience in a management position in both humanitarian preparedness and response and long-term development in an emergency response or fragile setting.
Demonstrated experience in dealing with multiple stakeholders and multicultural staff and work, team supervision and development


Additional Requirements:
Track record in programme design and proposal development, and experience with a thorough understanding of funding agencies and international organisations for humanitarian and nexus programming.
Experience in managing or coordinating the emergency preparedness and multi-sectorial humanitarian response.
Demonstrable competence in budget monitoring and management.
Strong commitment to support/develop the capacity of national staff.
Ability to deal with difficult work situations.
Demonstrated experience of working in insecure environments.
Demonstrable competence in report writing.
Fluency in English, both verbal and written.
Demonstrated excellence in communication
Ability to work in a flexible, changing environment and perform effectively under pressure.
